Camera Ready Paper Guidelines

Camera-ready Paper Preparation

The authors whose paper(s) have been accepted to DELCON 2025 are required to submit the final camera-ready version of their manuscript on or before 10th October 2025. Please adhere strictly to the following guidelines to ensure eligibility for submission to IEEE Xplore:

1.

Revise your paper:  The revised paper must accommodate all the reviewer comments. No further revisions will be permitted, and the content of the camera-ready paper will be considered final, for which the authors bear complete responsibility.

2.

Check your paper: The manuscript must be thoroughly proofread, checked for spelling and grammar.

3.

Format your paper: All papers must be formatted strictly according to the IEEE template - https://www.ieee.org/conferences/publishing/templates.

4.

Ensure page limit: Please note that papers must be 8 pages or less, including references.

5.

Check plagiarism: Please ensure that the similarity score of your camera-ready manuscript is below 30% (including references). All camera-ready papers will be checked for similarity using the IEEE CrossCheck portal, and any paper with a similarity score exceeding 30% may be at risk of not being published.

6.

Include copyright notice in your paper: The final camera-ready manuscript should have the copyright clearance code notice clearly mentioned at the bottom of the first page only (not all pages). This needs to be done before the next step (validation through PDF eXpress).

 

Select the correct version, and insert it as per the authors’ affiliation:

 

For papers in which all authors are employed by the US government, the copyright notice is: U.S. Government work not protected by U.S. copyright

 

For papers in which all authors are employed by a Crown government (UK, Canada, and Australia), the copyright notice is: 979-8-3315-5864-2/25/$31.00 ©2025 Crown

 

For papers in which all authors are employed by the European Union, the copyright notice is: 979-8-3315-5864-2/25/$31.00 ©2025 European Union

 

For all other papers the copyright notice is: 979-8-3315-5864-2/25/$31.00 ©2025 IEEE

2.

Camera-ready Paper Validation (through IEEE PDF eXpress)

After revising, correcting, formatting your manuscript and inserting the appropriate copyright notice, authors must validate their manuscript using IEEE PDF eXpress.

Steps for first-time users (existing users can skip steps 1-6):

1.

Visit IEEE PDF eXpress

2.

Click on Create Account

3.

Enter the following details:

 

a.

68055X for the Conference ID

 

b.

Email address

 

c.

Password

4.

Click on Submit

5.

Check your email for the activation link

6.

Click the link to activate your account.

7.

Log in to your IEEE PDF eXpress account.

8.

Complete your personal details in the User Profile (if not already done) and click Submit.

9.

Go to the Dashboard (left panel) and click CREATE NEW TITLE and follow the prompts.

10.

Upload your final, revised manuscript that includes the copyright clearance code notice.

11.

If errors are reported, revise the paper as per the IEEE template and resubmit until you receive the message “File has been converted successfully”.

12.

Download the validated PDF file from the Action tab in the Dashboard.

13.

Verify that your contact information (email) on the PDF eXpress profile is valid to receive a confirmation along with the validated PDF file.

14.

Please make sure to rename the file to PIDxxx (where xxx is your accepted paper’s ID in CMT).

3.

Camera-ready Paper Submission (along with IEEE copyright transfer eCF)

The corresponding author of each accepted paper must complete the following steps to submit the camera-ready paper through CMT and complete the mandatory IEEE copyright transfer. IEEE requires all authors who intend to publish in the IEEE Xplore Digital Library to provide a transfer of copyright. IEEE will not permit publication of conference papers unless copyright transfer has been completed.

Log in to your CMT Paper Submission Portal https://cmt3.research.microsoft.com/DELCON2025

2.

In your Author’s Console, click on Create Camera Ready Submission and follow the prompts to upload your validated PDF of the camera-ready paper.

3.

Click Submit IEEE Copyright Form

 

4.

You will be redirected to the IEEE Copyright Form Submission page.

 

5.

Follow the steps on the copyright portal (Step 1 to Step 5) to complete the IEEE Copyright Transfer process.

6.

At the end of Step 5, download the completed Copyright Form (eCF) and save it as a PDF (.pdf). Please ensure that you download and retain a copy of the completed form.

7.

Go back to your CMT Paper Submission Portal and upload pdf file of the completed Copyright Form (eCF) as shown below.
