A very warm welcome to the New Academic Session of 2025-2026!

Jamia Millia Islamia, a premier institute, having NAAC A++ Grade is known for promoting values of excellence, innovation, collaboration, creativity, and social responsibility. The university emphasizes ethical conduct, respect for all, diversity, inclusion, and entrepreneurship. I welcome all the students to this prestigious University known for its academic legacy, cultural diversity, and inclusive values. With your admission as a student here, you have now become an esteemed member of this vibrant and dynamic fraternity of Jamia family.

I, along with my distinguished colleagues at the Proctor Office, assure you of our full support in your academic and personal journey at Jamia Millia Islamia. At the same time, we also need your support and cooperation in maintaining order and discipline on the campus. The University does not expect any indiscipline or indecent behaviour from any student. As you know, discipline is the bedrock of any organization, and it is a prerequisite for the acquisition of knowledge. Without discipline, knowledge cannot be acquired and exercised effectively. Discipline demands self-control and dedication. Student life is a time when young seekers of knowledge must be dedicated and exhibit utmost sincerity while brimming with boundless energy and enthusiasm. Decency, politeness, and active constructive participation in academic and co-curricular activities are some of the essential attributes of any student of an Institute of Higher Learning and Jamia Millia Islamia is no different. We expect that in the next few years during your stay at this beautiful Campus, you will maintain the glory, reputation, and fame of the University and further lead it to greater heights. It is worth mentioning that discipline facilitates sound physical, social, emotional, and moral development of a student, and I am hopeful that you will achieve your personal goals, success, knowledge, and requisite skills related to your respective discipline.

As far as the mechanism for addressing the concerns of discipline etc in this University is concerned, I am pleased to apprise you that Jamia Millia Islamia has created legal and institutional frameworks to deal with acts of indiscipline, and to maintain discipline and order on the campus. The Shaikh-ul-Jamia (Vice-Chancellor) has overall control over university affairs, including the responsibility for maintaining discipline in the University. Under his leadership, and a dedicated Proctorial Team led by a Chief Proctor works round the clock in the Proctorial Department.

The Chief Proctor is assisted by Deputy Proctors and Assistant Proctors. With the objective of securing smooth and orderly functioning of the University, the Hon’ble Vice-Chancellor as the apex governing person, has been endowed with the power to punish students found guilty of indiscipline. The Proctorial department acts as the executive organ of the Vice-Chancellor’s Office in matters related to discipline.

The Proctor Office is committed to maintain a safe, secure and peaceful campus environment for the students' community where students can pursue quality education and research without any fear or disruption. Our goal is to develop a just and disciplined ecosystem that upholds mutual respect, tolerance, and academic freedom.

The office operates with a robust student grievance redressal mechanism where complaints are handled promptly in fair manner with utmost confidentiality.  The team always remains conscious and concerned about the interests and future of students. We believe in a gender-sensitive approach and are continuously working to make the campus more responsive to the needs of all students.  Any student victim of harassment, threat, manhandling and theft of personal belongings may approach the Proctorial Team directly, anytime, without any hesitation for the redressal of their issues.

It is imperative to reiterate that Jamia Millia Islamia has zero tolerance policy on ragging. Hence, ragging is completely prohibited in the Jamia Millia Islamia campus. The proctorial staff and security personnel continuously monitor the campus and keep a close watch to ensure that no incident of ragging takes place in or outside the campus. The Proctorial Team members take frequent rounds of the campus to maintain a ragging-free campus.

I request all students to actively participate in maintaining discipline, stand against ragging and uphold the values that make Jamia Millia Islamia a unique place of learning.

Let us work together to achieve the goals for which Jamia Millia Islamia was established. Once again, I extend my warm welcome and best wishes to you all for a fruitful and rewarding academic journey at Jamia Millia Islamia.
