Prof. (Dr.) Nuzhat Parveen Khan is a Professor of Law and former Dean, Faculty of Law, Jamia Millia Islamia, New Delhi. She joined Faculty of Law, Jamia Millia Islamia in 1992.
Her Ph.D. on the topic ‘Legal Control of Air Pollution; Problems and Perspectives, was awarded publication grant by the Indian Council for Social Sciences Research, Ministry of HRD. It was published as a book accordingly.
She has worked on the project for Ministry of Women and Child Welfare, titled,‘A Study of Discriminative and Derogatory Practices against Women by Khap Panchayats, Kangaroo Courts and Shalishi Adalats in India: An Empirical Study in the States of Haryana, Rajasthan, WesternU.P. and West Bengal’. The project report was also presented before the Parliament of India in 2014 and was highly appreciated by one and all.
The NCW sponsored STANDARDIZED MODULE FOR LEGAL AWARENESS PROGRAMME ABOUT WOMEN RELATED LAWS, prepared with the aim to empower women and girls with the knowledge of laws related to women, legal rights and duties, to enable them, to share power equally, gain full access to the means of development, and to inspire a whole generation of women to work together towards achieving equality and justice.
She has also undertaken Research Projects on Legal Awareness Programme about Women Related Laws in different parts of Delhi for community awareness and sensitivity sponsored by National Commission for Women.
She has authored dozens of books on conflicting and contemporary legal issues. To name the few, Women and Child Related Laws (LexisNexis India), Women and the Law, Child and the Law (Lexis Nexis India), Comparative Constitutional Law (Satyam Law International), Legal Control of Air Pollution: Problems and Perspectives (Metropolitan Book Company Pvt. Ltd.), Socio-Economic Offence (Central Law Publications) etc. Prof. Khan has contributed and presented modules on Jurimetrics for the UGC e-Pathshala Project at graduate and post graduate level. She has also authored study materials for various universities and colleges across the nation.
Prof. Khan has delivered lectures extensively as resource person/keynote speaker in various National and International Seminars, Conferences and Faculty Development Programs. She was invited as Keynote Speaker at the 7th Academic International Conference on Interdisciplinary Legal Studies (AICILS 2017 Boston) at Harvard University, USA in 2017. She even presented a paper entitled Recognition of Food Right in the Food Security Laws in India at the event. She has been frequently invited as a resource person on Lok Sabha TV, Zee T.V. and Doordarshan Channels on Gender Discourses and Legal Point shows. She is also a resource person to various bodies like UPSC and State Public Service Commissions and advisor to various universities and institutions.
Prof. Khan has held various academic and administrative posts viz. Dean, Faculty of Law, Jamia Millia Islamia , New Delhi,(2016-201); Chairperson (Law), National Council for Promotion of Urdu Language, MHRD; Chairperson, Internal Complaints Committee, Jamia Millia Islamia, New Delhi, Provost, Hall of Girls’ Residence, Jamia Millia Islamia, New Delhi to name the few.
Prof. Khan has published more than 50 research papers in prestigious refereed and peer reviewed journals covering diverse areas of laws. She is also member of Governing Bodies, Academic Councils and Executive Councils of various leading universities of India. Her insight in the subject is laced with erudite explanation and cited across the discipline of visceral affinity. While Prof. Khan is, at the core, a scholar, her work has also achieved remarkable acceptance by practitioners across multiple fields. Besides her research worthiness, innovation in module, curriculum and pedagogic renovation is the hallmark of her teaching caliber.
During her tenure as Dean, Faculty of Law, JMI, under her benign guidance and leadership, Faculty of Law scaled new heights and added new feathers and
horizons in all the segments of legal and higher education. She undertook a series of innovative measures including a blue print of Ph.D., synopsis, updating and publishing of syllabi in booklet form for students in tune with changing socio-legal environment, emphasis on field-based studies, promotion of inter-disciplinary teaching and research. Under her dynamic and vibrant leadership, the Faculty of Law organized more than 50 seminars/workshops/conferences and lectures. She also initiated the yearly Jamia Law Journal and biannual newsletter as a medium of academic exposition and showcasing the achievements of faculty during that span of time respectively.
She initiated and introduced three new inter-disciplinary programmes and career- oriented courses namely the LL.M. (Executive) Programme, Post Graduate Diploma in Labour Laws & Air and Space Laws.
She is the key figure behind generating funds for the institution with the introduction of Self-Finance Undergraduate Program, Postgraduate Programs and two PG Diploma Programs in the span of two year of her deanship. She took needful steps to update lecture halls fitted with LCD Projectors, Moot Court Hall, Facility Area, Conference Rooms, upgraded library resources with Online Legal Database like JSTOR, Hein online, Westlaw, Manupatra, Lexis Nexis & SCConline. The installation of CCTV cameras at all required places and enhancing the landscaping and lighting throughout the vicinity of the faculty, Separate Common Rooms for Boys and Girls etc. were some of the other initiatives. It was her pioneering initiative to increase seats in LL.M from 20 to 30 in the year 2018 and offering of core-sectorial specialization within Post-Graduate curriculum.
Under her visionary leadership and mature guidance, the Faculty of Law, JMI Delhi has made great strides in the academic, research and outreach sphere, emerging as a leader of legal and higher education in India. In just a short span of 2 years she has steered Faculty of Law, JMI to the 6th best Law School of India in the NIRF-2018 rankings. The Faculty of Law, JMI was placed at 1st position by India Today Magazine in the issue of June 26, 2017.
