Dr. Singh is an educationist whose areas of specialization are educational planning, administration, elementary & distance education. Dr. Singh has completed his Master, M. Phil. and Ph. D. in Education from Jamia Millia Islamia, New Delhi besides holding his master degree in commerce. Previously, he looked after Centre for Distance Open Learning commerce programmes at masters and bachelors levels where he gave his academic as well as administrative vision for their smooth running. He was instrumental in designing, developing, printing and procuring Self Learning Materials for Centre for Distance and Open Learning, Jamia Millia Islamia distance mode programmes. He also played a significant role in designing, developing and initiating one year programmes at master and bachelor levels offered to the Indian Defence Personnel under the MoU between Jamia Millia Islamia and Indian Air Force/Navy.

Dr. Singh is also actively engaged in academic activities and training programmes besides the responsibilities entrusted to him. He has published extensively on issues of education and management in the journals of national and international repute and also regular at national and international conferences/seminars/workshops. He has authored six books on business management, organizational behaviour, NGOs in education, elementary and continuing education.

He is also member to various committees of the Centre for Distance and Open Learning, Jamia Millia Islamia and on the Editorial Boards of national journals published from Delhi and Jharkhand respectively. His current area of research includes Non-Formal Agencies and Distance Mode Institutions in education across the level.
